Both formal and informal (CUPCCAA) solicitations may be processed through our online system.  All responses are due at or before the time shown on each solicitation.  Late responses cannot be accepted.  It is the bidder's/proposer's responsibility to ensure that the most computer and up-to-date information is on file and that the current version of the solicitation, including addenda(s), has been downloaded.

California Uniform Public Construction Cost Accounting Act
 
As of January 1, 2014, to comply with California Assembly Bill AB 2031, Brea Olinda Unified School District requires General Contractors and Subcontractors to be pre-qualified on all Bond Construction Contracts.  BOUSD also requires pre-qualification on all CUPCCAA Construction Contracts. 
 
What is a CUPPCCA? The California Uniform Public Construction Cost Accounting Act is under the umbrella of the California Uniform Public Construction Cost Accounting Commission (CUPCCAC) and provides for alternative bidding procedures when an agency performs public project work by contract.
 
  • Public projects of $60,000 or less may be performed by negotiated contract or by purchase order [PCC22032(a)] 
  • Public projects of $200,000 or less may be let to contract by the informal procedures set forth in the Act [PCC22032(b)] 
  • Public projects of more than $200,000 shall be let to contract by formal bidding procedures [PCC22032(c)]
 
During the month of November of each year, we will notice via the district's website, an invitation to all licensed contractors to review the district's current vendor list and advise of any updates/corrections, and to solicit new licensed contractor to submit the name of their firm to the District for inclusion on the District’s list of bidders for the following calendar year. 
 
Additionally, pursuant to SB 854, no contractor or subcontractor may be listed on a bid for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations (DIR) and no contractor or subcontractor may be awarded a contract for a public works project (awarded on or after April 1, 2015) unless registered with the DIR per California Labor Code section 1725.5.  The Brea Olinda Unified School District has completed all the necessary requirements to participate in this alternative bidding process and solicits your firm to register.

Please be advised that this does not automatically guarantee that you will be informed of, or included in all RFQ, RFP or bid requests as notices will be sent out for the category of work being bid. The District may also announce project opportunities in designated trade journals. The Brea Olinda Unified School District Board of Trustees reserves the right to reject any and all requests solicited, to waive minor irregularities, and make such decisions as deemed necessary in the best interest of the District.
