In accordance with the State of California Uniform Public Construction Cost Accounting Act (CUPCCAA), the Brea Olinda Unified School District (BOUSD) is inviting all interested licensed contractors to submit their company information for inclusion in the District's Informal Bid List for Construction Projects under $200,000.
Per California Public Contract Code Section 22032, any Public Works Project that is estimated to be below $200,000 is subject to the Informal Bidding Procedures set forth by CUPCCAA. All trades categories are subject to Informal Bidding Procedures. Licensed contractors interested in being listed as an eligible contractor on the BOUSD's Informal Bid List must:
• Have a current license and are subject to verification through the CA Contractors State License Board;
• Comply with SB854 and must be registered with the Department of Industrial Relations (Labor Code Section 1725.5) Information on SB854 can be found at: https://www.dir.ca.gov/Public-Works/Contractors.html ;

Bidder Information: Determination of Bidder Responsibility Questionaire HERE
Bid Pre-Qualification: California school districts may require contractors to submit a standardized questionnaire and financial statements to determine if they are qualified to bid. Contractors must declare, under penalty of perjury, that submitted information is true. Submitted information and financial statements are not public records and shall not be open to the public
- PCC 20111.5 enables districts to require contractors to be pre-qualified prior to accepting bids.
- PCC 20111.6 requires certain districts to pre-qualify contractors, and other MEP subcontractors before bids can be accepted, when certain projects are funded in part by State bonds. Pre-qualification applies to the following licenses.
- General Contractors (A & B Licenses)
- MEP (Mechanical, Electrical, and Plumbing subcontractors) C4, C7, C10, C16, C20, C34, C36, C38, C42, C46)
- AB 1565 (Jan. 1, 2014) requires school districts with over 2,500 enrolled students to pre-qualify bidders for construction contracts if the total project value is $1,000,000 or more, and if the project is funded, in whole or in part, with State bond funds, AB1565, in part, is incorporated into PPC 20111.6
