NOTICE IS HEREBY GIVEN that the Brea Olinda School District of Orange County, California, acting by and through its Governing Board, hereinafter referred to as the “Owner” or “District”, will receive prior to 10:30 AM on June 7, 2024, sealed bids for the award of a Contract for the following:
BID NO: 24-0009FNCE Various Site Security Fencing Projects for the following sites:
- Arovista Elementary School:
- Country Hills Elementary School:
- Falcon Elementary School
- Laurel Elementary School
- Mariposa Elementary School
- Olinda Elementary School
- Brea Jr. High School
- Brea Olinda High School
All bids shall be made and presented only on the forms presented by the Owner. Bids shall be received in the Facilities, Operations and Transportation Office, located at 565 North Berry Street, Brea Olinda, California 92821 and shall be opened and publicly read aloud at the above state time and place. Any bids received after the time specified above or after any extensions due to material changes shall be returned unopened.
The Contract Time to be determined with submittals in "tentative start date of August 2024 and expected project completed August 1, 2025
Consistent with Public Contract Code Section 20103.8 and Section 13 of the Information for Bidders form relating to the use of alternate bids, the lowest responsible bidder for the Project shall be determined using the method indicated by a check mark in the box below associated with the statement. Please note that this method is used to calculate the bids and does not address issues of responsiveness or responsibility.
- The lowest bid shall be the lowest bid price on the Base Bid without consideration of the prices on the additive or deductive items.
CONTRACTOR should consult the General Conditions, Supplementary Conditions, and General Requirements regarding Milestones and Liquidated Damages.
Electronic Plans and Specifications: As defined in the Agreement and General Conditions, Electronic Plans and Specifications will be available at https://drive.google.com/drive/folders/1zq15OSfzX7F8V2u_0jWoM1100-LBP4hF?usp=sharing). No hard copies will be provided. The Plans and Specifications and Contract Documents are not required to be returned. To the extent required by Public Contract Code Section 20103.7, and if requested, the District shall also make the Contract Documents available for review at one or more plan rooms.
To comply with California Assembly Bill AB 1565 and Board Policy 3311, the Brea Olinda School District requires general contractors to be pre-qualified for this construction project. The District uses and will accept pre-qualification through Planet Bids online portal only. Contractors who must pre-qualify for such projects include general contractors, as well as mechanical, electrical, and plumbing (“MEP”) subcontractors. The last day to be approved through the Planet Bid System (https://vendors.planetbids.com/portal/56096/bo/bo-detail/117093) is May 23rd, 2024 @ 3:00pm. This pre-qualification (RFQ) is mandatory for all prospective bidders to be considered; bidders that do not meet these deadlines will be deemed as non- responsive. Once the bidder is final approved through Planet Bid System, they will be approved for one (1) year from the final approval date. It is and will be the bidders’ sole responsibility to stay updated and approved in the Planet Bid online portal. The District has no responsibility to contact contractors to apply, renew or update information in the Planet Bid online portal.
A mandatory Job Walk and pre-bid conference will be held for attendance by any interested Bidder with representatives of DISTRICT. The job walk and pre-bid conference will commence starting at Arovista Elementary School, 900 Eadington Dr, Brea, CA 92821 on May 14, 2024 @ 9:30 am. After this job walk we will drive to all sites (addresses will be provided during the job walk) Contractor MUST attend in person to ALL job walks to bid. Any Contractor bidding on the Project who fails to attend the entire mandatory job walk and conference at all schools will be deemed a non-responsive bidder and will have its bid returned unopened.

- PCC 20111.5 enables districts to require contractors to be pre-qualified prior to accepting bids.
- PCC 20111.6 requires certain districts to pre-qualify contractors, and other MEP subcontractors before bids can be accepted, when certain projects are funded in part by State bonds. Pre-qualification applies to the following licenses.
- General Contractors (A & B Licenses)
- MEP (Mechanical, Electrical, and Plumbing subcontractors) C4, C7, C10, C16, C20, C34, C36, C38, C42, C46)
- AB 1565 (Jan. 1, 2014) requires school districts with over 2,500 enrolled students to pre-qualify bidders for construction contracts if the total project value is $1,000,000 or more, and if the project is funded, in whole or in part, with State bond funds, AB1565, in part, is incorporated into PPC 20111.6
